Iginiit ng Independent Commission for Infrastructure (ICI) na hindi nito nilinis sa pananagutan si dating House Speaker Martin Romualdez kaugnay ng umano’y anomalya sa mga proyekto sa flood control ng pamahalaan.
Sa inilabas na pahayag noong Marso 23, sinabi ng ICI na “refutes the interpretation” ng Tingog Party-list Rep. Jude Acidre na nagsabing wala umanong pananagutan si Romualdez, at ito raw ay “the Commission’s own language.”
Nilinaw ng ICI na “selectively quoted the referral and presented this excerpt without full context” ang pahayag ng mambabatas.
Sa referral na ipinadala sa Office of the Ombudsman noong Nobyembre 21, 2025, inirekomenda ng Komisyon si Romualdez “for further investigation,” at binigyang-diin na “this referral is issued without any finding or conclusion of guilt or liability on the part of Former Speaker Romualdez.”
“These statements in the Referral clearly show that the ICI did not make a determination of innocence or guilt on the part of former Speaker Romualdez,” ayon sa Komisyon.
“It is precisely for this reason that the Commission referred this matter to the Office of the Ombudsman for further investigation,” dagdag nito.
Binigyang-diin din ng ICI na ito ay isang fact-finding body lamang at walang kapangyarihang magsampa ng kaso alinsunod sa Executive Order No. 94.
“The ICI reiterates that all its referrals and actions are grounded in a careful and thorough evaluation of verified information, including multiple testimonies, and documentary evidence available to the Commission,” saad pa nito.
