P60B excess funds naibalik na sa PhilHealth

Kinumpirma ng Philippine Health Insurance Corp. (PhilHealth) na natanggap na nito nang buo ang P60 bilyong excess fun na nailipat sa national treasury at tinukoy ng Korte Suprema bilang unconstitutional.
Ang impormasyong ito ay walong buwan matapos ipag-utos ni Pangulong Ferdinand Marcos Jr. ang pagbabalik ng pondo sa state health insurer.
Sa pahayag nitong Miyerkules, Mayo 6, sinabi ng PhilHealth na ang pagbabalik ng excess funds nang buo ay “a clear expression of the President’s confidence that PhilHealth can fulfill its mandate of being a partner to every Filipino in addressing health-care needs.”
“PhilHealth reaffirms its commitment to uphold the trust given by the President and the Filipino people. The corporation assures that every peso will be allocated toward enhancing benefits, strengthening systems to speed up processes and delivering services to every Filipino that are fast, fair and truly reliable,” dagdag pa.
Nag-isyu ng special allotment release order ang Department of Budget and Management noong Abril 21 para sa full amount na inaprubahan ng Office of the President noong Abril 14.
Anang PhilHealth, nagkaroon ng malinaw na direktiba si Marcos na “use the funds to improve health services and ensure these reach every Filipino.”
Tinukoy din nito ang mahalagang tungkulin ng Department of Finance (DOF) sa “immediate remittance” ng P60 bilyon.
Susuporta ang naturang halaga sa P393-billion corporate operating budget ng PhilHealth para sa 2026, na karamihan ay pinopondohan ng mandatory premium contribution ng mga miyembro nito na umaabot sa P247 billion.
Ayon kay Dr. Israel Francis Pargas, PhilHealth spokesperson at senior vice president for health finance policy sector, ang naibalik na pondo ay makatutulong sa pagbadyet sa agresibong pagtataas ng PhilHealth sa benefit packages para sa mga pasyenteng na-admit sa mga ospital, maging sa pagpapalawak ng primary care benefit package na Yaman ng Kalusugan program.
Mapabibilis din nito ang implementasyon ng Guaranteed and Accessible Medications for Outpatient Treatment package sa iba pang probinsya.
Sa ilalim ng package, ang bawat miyembro ay makakakuha ng 75 gamot nang libre sa piling clinic at botika ng hanggang P20,000 kada taon.
Mapopondohan din nito ang proposed expansion ng benefit packages para sa leptospirosis, animal bite treatment at human immunodeficiency virus treatment.
Noong nakaraang taon, inaprubahan ng PhilHealth ang pagtataas ng maternity benefits package.
Sa pamamagitan din ng naibalik na pondo ay mapapanatili nito ang “zero balance billing” program ng pamahalaan.
