Itinulak ni House Majority Leader at Ilocos Norte Rep. Sandro Marcos ang panukala upang maging libre ang pagkuha ng mga academic record ng mga fresh graduate upang matulungan ang mga ito sa pagpasok ng trabaho.
“For many graduates, the journey towards employment begins with completing documentary requirements for job applications,” sabi ni Marcos. “Yet obtaining multiple copies of these documents can involve additional costs and time-consuming procedures.”
Sa ilalim ng panukalang Academic and Labor Pathways Assistance for Students (ALPAS) Act (House Bill 8701), ang lahat ng higher education institutions (HEI), pampubliko man o pribado ay dapat magbigay sa fresh graduate ng libreng employment application documents gaya ng transcripts of records, certified true copies ng diploma, at certificates of graduation.
Ang bawat graduate ay bibigyan ng tig-limang kopya at maaaring kumuha ng dagdag na kopay sa loob ng 12 buwan mula ng sila ay nagtapos ng walang kailangang bayaran.
Kasama rin sa panukala ang paggawa ng mga HEI ng digital academic records system kung saan maaaring mag-request, magproseso, at makakuha ang mga fresh graduate ng kinakailangan nilang academic requirement.
“This measure seeks to strengthen that transition by addressing practical barriers encountered at the earliest stage of the job-seeking process,” sabi ng solon.
“By making essential academic records more accessible and improving the efficiency of records processing systems in higher education institutions, this measure helps ensure that Filipino graduates are better equipped to pursue employment opportunities and contribute meaningfully to the nation’s workforce,” dagdag pa ni Marcos.
