Pinatatapyasan ng isang mambabatas sa Kamara ang mga toll fee sa lahat ng expressway upang mabawasan ang gastos ng mga biyahero sa gitna ng tumataas na presyo ng langis dahil sa tensyon sa Gulf Region.
Ihinain ni Manila Rep. Rolando Valeriano ang House Resolution (HR) 879 upang bawasan ang mga toll fee na isa sa mga nagpapalaki ng gastos ng mga transport operator, logistic company at maging ang mga pribadong motoristang dumadaan sa mga expressway araw-araw.
“Whereas, extraordinary volatility in global oil price may create credible conditions that threaten to significantly increase transport and logistic cost, thereby posing risk to inflation stability, economic activity and the welfare of Filipino consumers,” ayon sa panukala.
“Reducing transport and mobility costs during periods of extraordinary fuel price volatility can help cushion the impact of global oil shock on households. Workers, and businesses,” ayon pa sa panukala ni Valeriano.
Sinabi ng mambabatas na hindi na kailangan ang bagong batas para bawasan ang mga toll fee dahil umiiral na ang Philippine Disaster Risk Reduction and Management Act of 2010 o Republic Act (RA) 10121 lalo na kapag isinailalim ng Pangulo ang bansa sa state economic calamity upang suspendehin ang excise tax sa mga produktong petrolyo.
Puwede rin aniyang gamitin ang RA 12287 o Declaration of State of Imminent Disaster Act o kaya ang Presidential Decree 1112 o Toll Operation Decree na nagtatag sa Toll Regulatory Board (TRB) na nagreregulate sa toll operation.
“Whereas, ensuring the continuous and efficient movement of people and goods across the national expressway network during period of extraordinary economic disruption is a matter of public interest,” ayon pa sa nasabing resolusyon.
