Libreng high-speed Wi-Fi sa mga estudyante aprub

Inaprubahan ng Kamara sa ikatlo at huling pagbasa ang panukalang magbibigay sa mga estudyante sa pampubliko at pribadong paaralan sa higher education institutions ng libreng access sa digital textbooks at libreng high-speed Wi-Fi sa kanilang campus.
Layon ng House Bill No. 9532, o proposed “Universal Access to Digital Academic Learning Resources Act,” na matugunan ang inequalities sa access sa learning materials at reliable internet connectivity, ayon kay House Speaker Faustino “Bojie” G. Dy.
“Today, a student who cannot afford textbooks or reliable internet access is already starting at a disadvantage. Isipin natin ang isang estudyante na kailangang mamili kung bibili ng libro at magpapaload para makapag-research, o gagamitin ang pera para sa pamasahe at pagkain. Through this bill, our youth do not need to make this painful choice,” ani Dy, nitong Huwebes, Agosto 13.
Nakapasa ang HB 9532 sa ikatlong pagbasa noong Miyerkules sa 202 affirmative votes, zero negative votes, at zero abstentions.
Sa ilalim ng panukala, ang National Academic Content Repository (NACR) ay itatatag sa ilalim ng Commission on Higher Education (CHED), sa pakikipagtulungan sa Department of Information and Communications Technology (DICT) at higher education institutions.
Magbibigay ito sa mga estudyante at faculty sa buong bansa ng libreng online access sa digital textbooks, lecture videos, syllabi, research papers, at open educational resources sa iba’t ibang discipline.
Nagbibigay mandato rin ito para sa libreng campus-wide high-speed Wi-Fi sa mga estudyante at faculty sa public at private HEIs, at ang prayoridad ay ibibigay sa rural at under-resourced campuses sa inisyal na implementasyon.
“Hindi na puwedeng ang kalidad ng pag-aaral ng isang estudyante ay nakadepende sa kung kaya niyang bumili ng mamahaling libro o kung may sapat siyang pera para sa internet,” ani Dy.
“When a student in a rural campus can access the same quality academic materials available to a student in a major university, we begin to close the gap. When our teachers can create and share Filipino learning materials nationwide, we strengthen the entire higher education system,” dagdag pa niya.
